The contractor or construction manager initiate a Statement of Professional Opinion (SPO) when a project, or a defined portion of the work, is ready for final review by the architect of record.
Both contractor or construction manager and the architect of record electronically sign the SPO, then submit it to the New Haven building official as part of the requirements for obtaining the Certificate of Occupancy.
This process is integrated with DocuSign for capturing digital signatures. Once the SPO process is complete, it automatically initiates the Substantial Completion (SC) process.
